reorganize ci folder / remove hudson related

not used for building in outdated folder to clarify move (could be pruned later)

trying rewrite bootstrap test with buildrule as securitymanager is not welcome yet
not 100% are passing but 96%

jenkins file move is breaking to much. multibranch job detection could not have multiple script path for detecting so forgetting that for now

yes I feared that would happen. Since this would add an indirection between branches before the move and after.

I can't follow the description of this PR, but the changes I see look sane to me. I don't see value in holding build files that are obsolete and most probably even disfunctional.

@matthiasblaesing sorry it was huge at the begining.

It's more remove hudson/newbuild folder that containt script to boostrap build on mercurial/hudson workflow.
Webstart and javahelp may be removed later.
It happens that unit testing issue appears and I reduced a bit the scope to focus
